Audit offering

Grant Compliance Financial Audit

Full-period testing of grant expenditure against the signed agreement, culminating in a management findings letter.

Auditor reviewing financial spreadsheets and printed reports

Who it is for

Organisations in Taiwan that must demonstrate to a ministry, foundation, or corporate funder that grant money was spent inside approved cost categories. Typical triggers include an upcoming site visit, a multi-year award entering a high-spend period, or a board request for independent confirmation before the next disbursement.

Result you receive

A signed findings letter addressed to management, a sampling summary keyed to cost categories, and a clear split between questioned costs, observations, and recommendations. Programme officers can read the letter alongside your ledger without translating jargon.

Scope

Included

  • Planning against the signed agreement and approved budget
  • Risk-based sample of expenditure across the agreed reporting periods
  • Voucher-to-ledger tracing for sampled items
  • Payroll allocation tests where staff costs are charged to the award
  • Draft findings discussion with management
  • Final findings letter and sampling schedule

Excluded

  • Statutory financial statement audits
  • Tax filings and bookkeeping clean-up
  • Representation at funder hearings (available as a separate addendum)
  • Sub-award audits at partner organisations unless named in the planning memo

Provider and delivery

Fieldwork is led by an API Integration Lab engagement partner with a senior field auditor. Delivery is a mix of on-site days at your premises (Taipei or other Taiwan cities) and remote review of scanned packs. Meetings may be held in Mandarin or English.

Process and timeline

  1. Scoping call and document checklist
  2. Planning memo and deposit
  3. Document staging by your finance team
  4. Fieldwork (typically 3–6 auditor days depending on partners)
  5. Draft discussion
  6. Final letter

Most engagements complete in four to six weeks from deposit when the archive is ready. Thin documentation may require a readiness review first.

Preparation

Stage the signed agreement, amendments, approved budget, ledger extracts for the award code, invoice packs, bank proofs, payroll allocations, and prior funder correspondence. See the engagement process for the full staging list.

Constraints

We sample; we do not re-perform every transaction. Funder acceptance of questioned-cost treatments remains the funder’s decision. Deadlines shorter than three weeks require explicit rush terms in the planning memo.

Pricing basis

Fixed fee from NT$120,000, set after reviewing transaction volume, partner count, and language of source documents. Travel outside Taipei is billed at cost. A 30% deposit holds the fieldwork window.

Next step

Request a scoping call and attach or summarise the award letter. We reply within two business days with a draft plan and fee range.
